<p class="is-style-lead eplus-wrapper">NOCE is proud to announce that the Disability Support Services (DSS) Program has been selected as a “Model Program” by the California Adult Education Program (CAEP) at its annual conference held September 24-26, 2025, in Anaheim, California. </p>



<p class=" eplus-wrapper">The program was recognized for its exemplary initiatives in pathways and persistence. DSS serves adults with disabilities by providing inclusive educational programs, support services, and workforce development opportunities designed to help students succeed in higher education and competitive employment.</p>

<p class=" eplus-wrapper">The DSS Program at NOCE guides students from K–12 transition to postsecondary education and beyond, offering foundational courses in academics, employment skills, and independent living. NOCE DSS serves students with mild intellectual disabilities, autism spectrum disorder, and moderate cognitive disabilities through on-campus, online, and community-partnered instruction. Partnerships with NOCE’s Career Technical Education Program have expanded workforce pathways, including noncredit and credit certificates in fields such as healthcare, digital marketing, retail, childcare, and food service. Beyond traditional accommodations, NOCE DSS provides specialized counseling, educational coaching, peer mentoring, neurodivergent learner labs (ARISE), bus mobility training, and the Inclusion Ally program, which trains faculty and staff to support students’ inclusion and persistence. Workforce services assist students in developing employment goals and resumes, practicing interviews, job placements, and achieving competitive employment.</p>

<p class=" eplus-wrapper">The program’s impact is measurable: in recent years, hundreds of students have participated in ARISE labs, educational coaching, and career programs, with many earning high school diplomas, certificates, and employment. Success stories, such as 2025 Student Success Award recipient <strong>Dar’rius Smith</strong>, who progressed from DSS classes to earning professional certificates and preparing to transfer to Cypress College for a career in IT support, highlight how the DSS Program transforms skills and career readiness.</p>



<p class=" eplus-wrapper">A hallmark of the NOCE DSS Program is its collaboration with regional consortia, professional organizations, and community partners, ensuring innovative, replicable, and research-based approaches to inclusion. Through CAEP and other funding sources, the program continues to expand, demonstrating a model for postsecondary institutions across California and the nation. Congratulations to <strong>Dr. Adam Gottdank</strong>, Associate Dean for DSS Program, and the entire DSS team of faculty and staff for earning this award!</p>

<li class=" eplus-wrapper"><strong>Licensure &amp; Certification-Ready</strong>:<br>Graduates of the Entry-Level program meet educational requirements to apply for licensure with the <strong>California State Board of Pharmacy</strong> and are eligible to take the <strong>Pharmacy Technician Certification Exam (PTCE)</strong> to earn their <strong>CPhT (Certified Pharmacy Technician)</strong> credential.<br></li>



<li class=" eplus-wrapper"><strong>Specialized Career Advancement</strong>:<br>Students who complete the Advanced-Level program are prepared to pursue the <strong>Certified Compounded Sterile Preparation Technician (CSPT)</strong> exam, positioning them for specialized roles in sterile compounding—a highly valued skillset in hospital and clinical pharmacy settings.</li>

<h3 class="wp-block-heading has-black-color has-text-color has-link-color eplus-wrapper wp-elements-1fb1467f42b7856d0fb4c93545a7d970"><em>Congratulations to the 2025 NOCE graduates!</em></h3>



<p class="is-style-lead eplus-wrapper">Nearly 700 students were celebrated at the NOCE 2025 Commencement and Student Success Ceremony on Friday, May 16, 2025, at 9:30 a.m. at Cottonwood Church in Los Alamitos. </p>



<p class=" eplus-wrapper">NOCE hosted a combined ceremony at Cottonwood Church in Los Alamitos for the first time to honor student achievement. By combining the two events, NOCE created an environment of inclusivity with a focus on transitioning to “next steps” while celebrating the graduates and program completers across all NOCE instructional programs: career technical education, high school diploma, GED preparation, disability support services transition, English as a Second Language advanced and academic success/college success, citizenship preparation, parenting, and student leadership.</p>

<h2 class=" wp-block-heading eplus-wrapper">March is Women’s History Month, a time to recognize and celebrate the achievements of women who have made an impact in their communities. </h2>



<p class="is-style-lead eplus-wrapper">We are proud to highlight the contributions of three women who serve in various roles at North Orange Continuing Education (NOCE) as well as their representative group within the North Orange County Community College District.</p>

<p class="is-style-lead eplus-wrapper">Elaine S. Loayza serves an Instructional Assistant in the English as a Second Language (ESL) Program and is the President of CSEA Chapter President at NOCCCD. </p>



<p class=" eplus-wrapper">Elaine’s work embodies the spirit of empowerment and transformation, not only for herself but for the students and classified professionals she serves.</p>



<h4 class=" wp-block-heading eplus-wrapper">A Passion for Education and Student Success</h4>



<p class=" eplus-wrapper">In her role as an Instructional Assistant, Elaine plays a vital role in supporting NOCE students, particularly those working to improve their English proficiency and academic skills. Whether assisting in the classroom, helping with testing, or providing tutoring, she ensures that students receive the support they need to thrive. “Every day is different, which is what I love about my job,” she shares. “I get to meet students with varying levels of English proficiency, help with testing in the classroom, and provide tutoring. It’s always something new, and that’s what makes the job so rewarding.”</p>



<p class=" eplus-wrapper">NOCE is a launchpad for opportunity, helping students gain the confidence and skills they need to pursue their dreams—whether it’s landing a job, transitioning to credit college, or learning new skills for personal and professional growth. Elaine’s dedication to student success directly aligns with NOCE’s mission to transform lives through education.</p>



<h4 class=" wp-block-heading eplus-wrapper">A Voice for Classified Professionals</h4>



<p class=" eplus-wrapper">Beyond her work in the classroom, Elaine is a fierce advocate for classified professionals through her leadership as CSEA Chapter President. Passionate about social justice and the labor movement, she has been actively involved in union work since 2012. “It felt like a calling to do the right thing and step up to represent my group with great honor,” she says.</p>



<p class=" eplus-wrapper">Elaine’s leadership has led to numerous accomplishments, from securing tentative agreements in contract negotiations to inspiring members to share their opinions and feedback. She envisions a future where classified professionals have a strong voice, better working conditions, and an engaged, passionate membership. “Every day is an accomplishment to me,” she notes. “Seeing our members get involved, speak up, and wear our blue CSEA Chapter shirts—that’s very rewarding.”</p>



<h4 class=" wp-block-heading eplus-wrapper">Celebrating Women’s History Month</h4>



<p class=" eplus-wrapper">For Elaine, Women’s History Month is a time to reflect on the resilience, strength, and contributions of women in all aspects of life. “I’m proud to be a woman, and I love celebrating all the women in both my personal and work families,” she says. “We are special in many ways, and I’m grateful there’s a time to reflect on what we can bring into this world.”</p>



<p class=" eplus-wrapper">Elaine’s journey at NOCE and NOCCCD is a testament to the power of education, advocacy, and community. Her story is an inspiration to students and colleagues alike, reminding us all of the incredible impact women can have when they step up, speak out, and lead with passion.</p>

<p class="is-style-lead eplus-wrapper">As we celebrate Women’s History Month, we take a moment to highlight the inspiring work of women who are making a difference in our communities. </p>



<p class=" eplus-wrapper">At NOCE, we are proud to recognize Karla Frizler, Associate Dean for the English as a Second Language (ESL) and Citizenship Programs and this year, President of the District Management Association (DMA) at North Orange County Community College District (NOCCCD). Karla’s leadership and dedication have created lasting positive changes for both students and employees across the district.</p>



<h4 class=" wp-block-heading eplus-wrapper">Empowering Students Through Language</h4>



<p class=" eplus-wrapper">Karla’s passion for education is rooted in the belief that language is power. Every day, she and her team provide a safe and welcoming environment for ESL students, many of whom are immigrants navigating a new country. “By teaching language, we give people the opportunity to have a voice—to express their needs, concerns, opinions, and ideas,” she shares. NOCE’s ESL Program is more than just education; it is a gateway to independence, confidence, and opportunity. Recognizing the unique challenges faced by immigrant communities, Karla is committed to fostering a space where students feel valued and appreciated. “It feels good to be a safe place for people and to show them that we appreciate and value all students,” she says.</p>



<h4 class=" wp-block-heading eplus-wrapper">Leading with Innovation and Advocacy</h4>



<p class=" eplus-wrapper">As DMA President, Karla wants to instill that same safety of empowerment for managers at NOCCCD. Since she began her term in 2024, she has focused on strengthening professional development opportunities for members, ensuring that they are equipped with the knowledge and tools to lead effectively. She has worked to connect DMA with districtwide professional development initiatives, emphasizing the importance of proactive leadership.</p>



<p class=" eplus-wrapper">One of her key accomplishments as DMA President was spearheading a highly successful Management Leadership Retreat in Fall 2024. This event, attended by over 100 participants, was a collaborative effort involving DMA leadership, District Professional Development, DEIA initiatives, and the Chancellor’s Office. “We tailored the retreat to the needs of our managers, and the feedback was overwhelmingly positive. I’m proud of what we accomplished together,” she reflects.</p>



<p class=" eplus-wrapper">Karla’s leadership philosophy extends beyond structured training—she is working to establish DMA office hours, providing an informal space for managers to ask questions, seek guidance, and engage in peer mentorship. “It’s not formal training; it’s just time for colleagues to talk—asking questions, gathering ideas, and supporting one another,” she says.</p>



<h4 class=" wp-block-heading eplus-wrapper">A Holistic Approach to Leadership</h4>



<p class=" eplus-wrapper">For Karla, leadership is more than just policies and procedures—it’s about supporting employees as whole individuals. She believes that just as students deserve opportunities for growth and self-expression, so do employees. “I encourage new managers to support classified staff in serving on participatory governance and hiring committees—these are valuable opportunities for professional growth,” she explains. “Everyone should have the chance to share their voice, even if they don’t always have a vote.” Through her various leadership roles, Karla has gained a unique districtwide perspective that allows her to contribute meaningfully to every role she holds. She sees her work as an opportunity to advocate for both students and employees, ensuring that all voices are heard and valued.</p>



<h4 class=" wp-block-heading eplus-wrapper">Celebrating Women’s History Month</h4>



<p class=" eplus-wrapper">Karla believes that Women’s History Month is a wonderful opportunity to acknowledge the contributions of women, but she hopes that recognition extends beyond just one month. “It is my hope that we can celebrate women’s contributions throughout the year,” she says. “More than anything, I want women to be acknowledged as a whole person, and for the things they are most passionate about.” For Karla that is innovation – driving change through vision and creativity; advocacy – representing people who haven’t yet found their voice; and empathy – supporting and caring for both students and employees. Karla’s dedication to advocacy, leadership, and student success exemplifies the impact that strong women can have on their communities. As we celebrate Women’s History Month, we honor her commitment to empowering voices and leading positive change for all.</p>

<p class="is-style-lead eplus-wrapper">March is Women&#8217;s History Month, a time to honor the achievements, strength, and resilience of women who make a difference every day. </p>



<p class=" eplus-wrapper">At NOCE, we are proud to celebrate the incredible women who contribute to our learning community. One of those women is Marlo Smith, an adjunct faculty member in the Noncredit ESL program and the current president of NOCCCD Adjunct Faculty United.</p>



<h4 class=" wp-block-heading eplus-wrapper">A Passion for Teaching and Connection</h4>



<p class=" eplus-wrapper">Marlo’s love for teaching comes from her deep appreciation for people and the connections she builds with students from around the world. &#8220;Even though they come from all over and have so many different life experiences, we all share the same sensibilities—we want to be validated, to be seen, and to be heard,&#8221; she shares.</p>



<p class=" eplus-wrapper">Teaching is more than just a job for Marlo; it&#8217;s an opportunity to support students through all of life&#8217;s ups and downs. She especially enjoys teaching grammar, guiding her students, and being in a classroom filled with energy and curiosity.</p>



<h4 class=" wp-block-heading eplus-wrapper">Finding a Voice in Advocacy</h4>



<p class=" eplus-wrapper">Marlo’s journey into leadership started during the pandemic when she felt a disconnect from her colleagues during the social distancing times. Seeking connection, she joined Zoom meetings and slowly began volunteering her time with the union. Before she knew it, she was in a leadership role as the president of NOCCCD Adjunct Faculty United.</p>



<p class=" eplus-wrapper">&#8220;I love advocating for our teachers just as much as we advocate for our students. It’s really a passion of mine,&#8221; Marlo says.</p>



<p class=" eplus-wrapper">Under her leadership, the union has made important strides, including establishing part-time faculty health insurance; securing paid office hours for adjunct faculty, ensuring they are compensated for their time outside the classroom; and clarifying contract language to ensure clarity, fairness, and transparency.</p>



<p class=" eplus-wrapper">Looking ahead, Marlo hopes to address pay disparities between noncredit and credit instructors, as well as adjunct and full-time faculty members, to create a more equitable work environment.</p>



<h4 class=" wp-block-heading eplus-wrapper">The Importance of Women&#8217;s History Month</h4>



<p class=" eplus-wrapper">Reflecting on the significance of Women&#8217;s History Month, Marlo acknowledges the progress that has been made while recognizing the need for continued advocacy. &#8220;I wish it was more than just one month a year where we could be celebrated, but look at how far we have come! Our accomplishments should be respected and protected. I look forward to seeing what else we have in store for the future.&#8221;</p>



<p class=" eplus-wrapper">Marlo also feels privileged to work at NOCE, surrounded by strong women leaders who make a difference every day. Their dedication and impact inspire her to keep pushing forward.</p>



<h4 class=" wp-block-heading eplus-wrapper">Advice for Aspiring Leaders</h4>



<p class=" eplus-wrapper">For those considering leadership roles, Marlo offers simple yet powerful advice: &#8220;If you&#8217;re scared, do it anyway. There is never a good or perfect time to start. If you have an interest, just take the step and make it happen. Even if your outcomes are not perfect or you make a mistake, you will gain so much by learning and growing. We can do hard things!&#8221;</p>



<h4 class=" wp-block-heading eplus-wrapper">A Legacy of Compassion and Connection</h4>



<p class=" eplus-wrapper">Marlo describes herself as compassionate, empathetic, and talkative—qualities that make her an exceptional teacher and advocate. &#8220;It&#8217;s so important that we take care of each other. That’s why I love teaching so much—we can learn and grow together. I learn from my students every single day.&#8221;</p>

<p class="is-style-lead eplus-wrapper">NOCE’s Director of Institutional Research and Planning, Dulce Delgadillo, was awarded the Rising Star Award by the California Community Colleges’ (CCC) Women’s Caucus on March 7, 2025. </p>



<p class=" eplus-wrapper">This award recognizes a CCC female leader who has demonstrated exceptional accomplishments and contributions to advance the success of constituents in their college or district. Recognizing emerging and innovative leaders, the award celebrates those early in their careers for notable achievement and considers criteria such as women’s advocacy, service, mentorship, leadership, community involvement, and career achievements.</p>



<p class=" eplus-wrapper">Delgadillo has excelled in multiple areas, including advocating for and mentoring women and advancing noncredit education across the CCC system. She is serving for the fifth year as co-chair of the NOCCCD Latino Faculty and Staff Association, where she creates leadership and professional development opportunities for women, particularly Latinas, in higher education. Delgadillo has also been accepted into the HOPE Leadership Institute for Latinas and serves as Board President of the Women’s and Children’s Crisis Shelter in Whittier, which provides critical education and support resources to survivors of domestic violence. Since 2019, Delgadillo has chaired the statewide Noncredit RP Workgroup, a learning community for noncredit institutional researchers across the CCC system, and in 2024, joined the RP Group Board. Delgadillo also co-founded Sisterhood for Equity, a consulting firm focused on equity-driven research and evaluation to foster policy change and leadership development.</p>

<p class=" eplus-wrapper">As NOCE’s director of research, Delgadillo co-chairs the Vision 2030 Noncredit Metrics Workgroup to address the long-standing gaps in noncredit metrics. In this role she advocates for equitable representation of noncredit programming in system-wide data, policy, and funding decisions. She represents NOCE as the co-lead for technical assistance for all 71 CCCs and the K-12 system. The California Adult Education Program (CAEP) through the CCC Chancellor’s Office partners with the California Department of Education to provide support for adult learners for the K-12 and community college system. In addition to this prestigious award, Dulce has received the NOCCCD Women of DEIA Award, the NOCCCD North Star Award, and the NOCE Colleague of the Year Award. </p>

<p class="is-style-lead eplus-wrapper">Due to adverse weather conditions, NOCE creatively reimagined our Black Joy Celebration last Thursday in honor of Black History Month to ensure a safe and enjoyable experience for all participants. </p>



<p class=" eplus-wrapper">Although the official event program will be postponed to a later date, we were thrilled to present a Black History Month Cultural Experience Walk on the first floor of the Anaheim Campus, hosted by the NOCE ADES Ghana Fellows, from 11:30 a.m. to 1 p.m. </p>

<p class=" eplus-wrapper">This Cultural Experience Walk provided insights into significant Black historical figures who have made an impact across various cultural domains. Attendees were invited to enjoy a &#8220;to-go&#8221; lunch, generously provided by Dowhatchalik Food Services and co-sponsored by the District Office of Diversity, Culture, and Inclusion. We extend our gratitude to everyone who joined us in honoring the importance of Black History Month. </p>



<p class=" eplus-wrapper">We were pleased to welcome Anaheim City Council Members <strong>Norma Kurtz</strong> and <strong>Carlos Leon</strong>, along with several other District staff and community partners, including <strong>Dr. Byron Clift Breland</strong>, <strong>Fred Williams</strong>, <strong>Kai Stearns</strong>, <strong>Alba Recinos</strong>, NOCE Student Trustee <strong>Robert Johnson</strong>, as well as faculty and staff from Cypress College and Fullerton College. </p>

<p class="is-style-lead eplus-wrapper">NOCE was honored to host the Vision 2030 Noncredit Summit on behalf of California Community College Chancellor <strong>Dr. Sonya Christian</strong>, North Orange County Community College District Chancellor <strong>Dr. Byron Breland</strong>, noncredit students, and all practitioners from across the state of California. </p>



<p class=" eplus-wrapper">The Summit was held on October 3-4, 2024, at the Westin Anaheim Resort in Anaheim. Although this was the second in the Vision 2030 series, this event was the first in history to be held in Orange County. The summit welcomed attendees from more than 40 colleges and districts throughout California, 70 speakers, over 30 sponsors, and 15 breakout sessions! More than 300 attendees enjoyed the day-and-a-half summit of general sessions, breakout presentations, and panels, connecting with colleagues and interacting with sponsors. </p>

<p class=" eplus-wrapper">The sponsors for the event were excited to participate with so many educators. Attendees also enjoyed special features from an international sponsor that provided a state-of-the-art registration system and event app. Rivian sponsored the event by providing a few special guests with transportation from the airport, and all attendees could sign up to test drive one of their new vehicles at the event. </p>

<p class="is-style-lead eplus-wrapper">The Vision 2030 Noncredit Summit began with Dr. Christian moderating a panel with college CEOs while Dr. Breland led a conversation with four inspiring noncredit students. </p>



<p class=" eplus-wrapper">The general sessions on Friday welcomed <strong>Senator Josh Newman, Secretary Stewart Knox, Eloy Oakley, Board of Governors President Amy Costa, Academic Senate for CCC President Cheryl Aschenbach, and NOCCCD Board President Rosales</strong>. We were visited by <strong>US Representative Lou Correa, District Director for Assembly Member Avelino Valencia Tina Arias Miller, and former NOCCCD Board of Trustees member Leonard Lahtinen</strong>, who has always been a huge supporter of NOCE. </p>

<p class=" eplus-wrapper">Day one started with an overview by both noncredit education providers’ CEOs, NOCE President <strong>Valentina Purtell </strong>and SDCCE President <strong>Dr. Tina King</strong>. The two shared the comprehensive instructional and student support services offered by each institution and the desire to strengthen our communities through education. Next, an address from CCC Chancellor <strong>Dr. Sonya Christian </strong>emphasized the critical importance of noncredit, adult education in uplifting the 6.8 million Californians living in or near poverty.</p>

<p class=" eplus-wrapper">Panelists from government, business and industry, media, and education shared the stage throughout the two days, discussing topics that would elevate and reframe noncredit into an important engine for economic mobility. Some of the topics included successful and emerging adult education practices; pre-apprenticeship programs and workforce initiatives; pathways from noncredit-to-credit programs; baccalaureate degrees; data infrastructure; successful curricula for adult learners; and basic needs and student support services. A highlight of the summit was the student panel. Moderated by Board of Governors Student Trustee <strong>Paul Medina </strong>with students from NOCE, SDCCE, and East Los Angeles College, the group talked about how transformational experiences in noncredit programs shaped their career and educational journeys. NOCE was represented by <strong>Neshia Jenkins,</strong> student leader and Special Projects Coordinator, Community Engagement and Outreach.</p>

<p class=" eplus-wrapper">Thanks to NOCE Vice President of Instruction <strong>Dr. Karen Bautista</strong> for serving as co-emcee, , as well as Special Projects Director for the Community College Technical Assistance Program (CC TAP) <strong>Dr. Lisa Takami </strong>for serving as a moderator about empowering lifelong learners, a panel with President <strong>Purtell</strong>, President <strong>Dr. King</strong>, and Citrus College Superintendent/President<strong> Dr. Greg Schulz</strong>. <strong>Dr. Cathleen Greiner </strong>introduced the NOCCCD Center for Entrepreneurship as an innovative program to offer instruction and financial support to adult learners seeking to start their own business. In addition, the Association of Community and Continuing Education (ACCE) noncredit professional advocacy organization was represented by <strong>Dr. Madelyn Arballo</strong>, Vice President at Mt. San Antonio College, as she spoke on a panel about adult education as a path to equitable workforce and economic development.</p>



<p class=" eplus-wrapper">On Day two, North Orange County Community College District (NOCCCD) Chancellor <strong>Dr. Byron D. Clift Breland</strong> joined CCC Chancellor <strong>Dr. Sonya Christian</strong> and San Diego Community College District Acting Chancellor <strong>Gregory A. Smith </strong>to discuss ways that leaders in community colleges can support adult education on their campuses. Dr. Breland emphasized equity in serving all students in our communities.</p>

<p class=" eplus-wrapper">Vice President of Student Services <strong>Martha Gutierrez</strong> participated in a panel exploring ways to provide a comprehensive network of support services to eliminate barriers and ensure adult learner persistence. NOCE Basic Skills Faculty Member, Curriculum Chair, and ASCCC South Representative <strong>Dr. Kimberley Stiemke</strong> spoke as part of a panel about what faculty members need to support adult learners in and out of the classroom.</p>



<p class=" eplus-wrapper">We were pleased to welcome and hear from Secretary of State <strong>Shirley Weber</strong>,&nbsp;Secretary of Labor <strong>Stewart Knox</strong>, Assemblymember <strong>David Alvarez</strong>, Assemblymember <strong>Chris Ward</strong>, Deputy Cabinet Secretary to California Governor Newsom <strong>Ben Chida</strong>, and San Diego City Council President Pro Tem <strong>Monica Mongomery Steppe</strong>.</p>



<p class=" eplus-wrapper"><strong>Dr. Daisy Gonzales</strong>, Deputy Chancellor of California Community Colleges, shared 10 action steps to continue the momentum for investing in adult education at the close of the Vision 2030-Adult Education Summit:</p>

The brief lists challenges as well as several proposed solutions for intentional investment in expanding the capacity of noncredit education to offer equitable access to education leading to economic mobility.</p>
